Export of timber to non-EU countries

On this page you will find information on exporting timber to outside of the EU. First read here the general rules for exports of products requiring a phytosanitary certificate.

Yearly export inspections

Yearly inspections for export are conducted at sawmills, etc., which produce timber requiring a phytosanitary certificate for export. Yearly export inspections ensure that the products meet the requirements of the recipient countries.

If the production facility has the right to stamp in accordance with the ISPM 15 standard or supplies kiln-dried sawn timber, an inspection is made to ensure that the temperature and length of kiln drying meet the requirements of the ISPM 15 standard or the moisture content of the sawn timber complies with the kiln drying requirement. In addition, the stamps used on the timber are checked.

Timber exported from a facility that has had a yearly inspection for export is usually no longer inspected at the time of export, but a phytosanitary certificate is issued on the basis of the yearly inspection. However, some destination countries (e.g. Malesia, Pakistan) require, that every batch is inspected separately, in addition to the yearly inspection, before export. 

The yearly inspection is valid for one year from inspection and is subject to a charge. If the yearly inspection is no longer valid, the inspections will be carried out for every batch before export.

Britain

Requirements for sawn timber originating in Finland

  • Without bark - no phytosanitary certificate or export inspection required.

For timber or sawn timber originating in Russia

  • Without bark - no phytosanitary certificate or export inspection required if the timber is:
    • sawn in the EU
    • re-sawn in the EU
    • re-graded in the EU

  • With or without bark if the timber has not been processed in the EU:
    • A certified copy of the original Russian phytosanitary certificate is required.
    • The certificate (copy) may be in the name other than that of the exporter if the consignment can be connected with the exporter.

If the phytosanitary certificate has been issued from Russia directly to Britain, there is no need to issue a re-export certificate or carry out an inspection in Finland. However, a plant health entry document (CHED-PP) must be made for the consignment in the Traces system to indicate the purpose of the consignment as transit.

Egypt

Untreated (no KD/HT treatment) and/or origin other than Finland

Timber of Finnish origin, HT/KD treated, yearly inspection valid

  • No prior notice is needed. Yearly inspection is valid for 12 months. If needed, find out from your supplier if the yearly inspection is valid. The facility itself can check it from the Food Authority (kasvienvienti@ruokavirasto.fi). 

Philippines

Requires SPS Import Clearance.
